UK estimates of "drug-related deaths" include mortalities of drug abusers and nondrug abusers. So these figures may not be the best way of monitoring the performance of Drug and Alcohol Action Teams.

I completely agree. I think many times there are people that are classified as having died from drugs that in reality just had drugs in their system and there was another issue that was missed that caused the death. For example someone could have had an issue with their heart and because they had so much speed in their system it was assumed that it was caused by the speed itself and not from any other reason.
